The First CSC Application in NRW, Germany, Was Approved

In North Rhine-Westphalia there have been 80 CSC applications so far, the first of which has now been approved. This is reported by n-tv.

The Detmold district government has granted approval to the first cannabis cultivation association in North Rhine-Westphalia. This was confirmed by a spokesperson for the authority when asked. The approval was granted on Monday. The cannabis club “Joints Venture” announced that it would begin cultivation immediately.

A spokesman for the association told the dpa that cannabis cuttings and seeds were ordered by express delivery immediately after the approval. Cultivation is scheduled to begin that same afternoon. The first harvest is expected at the end of November.

The association has set up a distribution point in Bielefeld city center where the 500 members can pick up their cannabis. The cultivation itself takes place in a 700 square meter hall in the Gütersloh district. For security reasons, no further details are given.

Incomplete CSC applications

According to the five responsible district governments across the country, there are now 80 CSC applications from cultivation associations. However, many of them are still incomplete. The organizers of “joint ventures” submitted their documents on July 1st. By law, the district governments have three months to decide on an application, but the period only begins once all the required documents have been received. This is often the reason for delays.

Incomplete CSC applications are a widespread problem: The Münster district government has so far reported eight applications, none of which are complete. 27 applications were also submitted in Düsseldorf, but these are also incomplete. The Cologne district government received 23 applications, but these are at different stages of completeness. So far, none of them are ready for a decision.

The Arnsberg district government recorded 17 CSC applications, and in Detmold, in addition to the approved application, eight more have been received that have not yet been processed. There are numerous requirements that cannabis clubs must meet, such as a minimum age of 18 for members, a residence requirement of at least six months in Germany, and distance rules from schools, kindergartens and playgrounds. The plants and seeds must also be stored safely.

Despite the 80 CSC applications received so far, the Ministry of Health assumes that up to 3,000 cultivation associations could be approved. In order to cope with the workload, 20 additional employees are to be hired in the district governments, while the State Office for Nature, Environment and Consumer Protection (Lanuv) is to receive three more positions. In Baden-Württemberg, Freiburg wants to approve the first CSCs.
