EPAL Confirms No EUDR Burden for Pallet Users
The European Pallet Association (EPAL) confirms the EU Deforestation Regulation (EUDR), effective December 30, 2025, imposes no obligations or costs on EPAL pallet users. Loaded and used pallets are exempt, leaving logistics, exchanges, and storage unaffected. Compliance for new pallets rests with manufacturers, ensuring sustainable wood sourcing without burdening suppliers, recipients, or pallet users.

The European Pallet Association (EPAL) has published information on the provisions of the EU Deforestation Regulation (EUDR). According to a press release dated September 15th, it explains that the EUDR imposes no obligations or additional costs on users of EPAL pallets. The Association confirms in this letter that the regulation will have no impact on the logistics processes of suppliers and recipients of goods, nor on the exchange of EPAL pallets.
The EUDR will apply from December 30th, 2025. Along with many other products, new EPAL pallets also fall within the scope of the EUDR. However, according to the press release, the EUDR does not apply to loaded or used EPAL pallets. Therefore, users of new or used pallets are not required to check the EUDR compliance of pallets when delivering, receiving, or storing goods on new or used EPAL pallets.
Jarek Maciążek, President of European Pallet Association: “Pallets loaded with goods are expressly exempt from the application of the EUDR. The supplier of goods is therefore not required to obtain any information on the EUDR compliance of the EPAL pallets they use or to communicate this information to the recipient of the goods. Recipients of goods on EPAL pallets are also not subject to any EUDR obligations. Therefore, the EUDR does not impose any additional burden on users of EPAL pallets.”
Users of EPAL pallets not affected
Due to the exemption for used pallets, EPAL pallet exchange and empty pallet management are also not affected by the EUDR. Therefore, EPAL pallet users are not subject to any EUDR obligations when exchanging, selling, or delivering used empty pallets.
Davide Dellavalle, Vice-President of European Pallet Association: “EPAL pallets are reused for many years. To extend their service life, used pallets are sorted and repaired. Both of these processes require the transport of empty pallets, even though transport routes are very short due to the large number of EPAL companies and users. Therefore, it is important that this part of pallet logistics, i.e. the delivery and transport of empty EPAL pallets, is not affected by the EUDR.”
EUDR compliance of new pallets, which also applies to used EPAL pallets, will in future be ensured by the pallet manufacturers. According to the association, these manufacturers will check and document the origin of the wood material and ensure that no deforestation or forest damage is associated with this.
