Germany’s Cannabis Legalization: A Year of Change, Safety, and Home Cultivation Boom

The seed company Royal Queen Seeds, internationally known for high-quality cannabis seeds, conducted a representative study with 1,719 German participants in collaboration with the market research institute Markteffect. The results speak for themselves.
Parents in Germany focus on control instead of risk
More than half of all German parents (51%) are convinced that homegrown cannabis is safer than black market products. Internationally, this figure rises to 57% . The desire for control over the quality and origin of the cannabis consumed is paramount—especially for families concerned about safety.
Boom in home cultivation – cannabis becomes a lifestyle project in Germany
The trend toward homegrowing continues unabated in Germany: 41% of German consumers plan to grow their own plants by 2025.
For many, this not only means security of supply, but also a personal, meaningful project. A full 77% of homegrowers find growing valuable, and 75% feel safer consuming their own plants.
Younger generations are driving the reform
Four out of ten adults support legalization in Germany, with support particularly high among those under 40. While retirees and older people over 65 remain skeptical, a fundamental shift in attitudes is noticeable among young adults: cannabis is increasingly viewed as a recreational drug, not as a social problem.
Cannabis legalization in Germany as a means of education and decriminalization
The study also confirms another important aspect: Almost 50% of Germans believe that legalization will contribute to better education about cannabis in the long term.
In addition, many expect that the black market can be significantly curbed —a central goal of the legislation.
