Low Carbon Strategy 2050: The Tangier-Tetouan-Al Hoceima Region, Pilot Territory
The Tangier-Tetouan-Al Hoceima region is Morocco’s first pilot for a “Net Zero” roadmap by 2050, aligned with the National Low Carbon Strategy. Supported by the OPEMH, it integrates local development plans, promotes stakeholder collaboration, and targets renewable energy transition. Addressing policy gaps, it aims to harmonize regional and national climate strategies for effective decarbonization.

The Tangier-Tetouan-Al Hoceima region, as the first pilot region to adopt a qualitative “Net Zero” roadmap by 2050, aligned with the national objective of the National Low Carbon Strategy. The region will benefit in particular from the support of the Observatory for the Protection of the Environment and Historic Monuments of Tangier.
In recent years, Morocco has adopted several strategies as part of its climate ambition. From the National Sustainable Development Strategy Morocco 2035 to the National Climate Plan 2030, including the National Strategic Adaptation Plan (2030), and the adoption of the National Low Carbon Strategy 2050 (SNBC), the Kingdom has continually demonstrated its firm commitment to environmentally friendly development.
In this regard, the Tangier Observatory for the Protection of the Environment and Historic Monuments (OPEMH) plans to support the Tangier-Tetouan-Al-Hoceima region (RTTA), which aims to become the first to adopt a qualitative “Net Zero” roadmap by 2050, aligned with the SNBC’s national objective. This includes integrating the roadmap into the region’s various development programs, such as the low carbon strategy, and initiating its operationalization.
It is also about participating in the national effort consisting of advocating for a territorialization of the objectives of this strategy and ensuring a co-constructed implementation with local stakeholders, in particular local authorities including regions. And, finally, by promoting the capacity building of actors and stakeholders for a better transition from fossil fuels to renewable energies.
The territorialization of the Low Carbon Strategy by 2050
The low carbon strategy project, part of the study on the territorialization of the National Low Carbon Strategy by 2050, aims to implement the objectives of this strategy at the territorial level by ensuring its regional network with local stakeholders, in particular local authorities including regions.
And by promoting capacity building for actors and stakeholders for a better transition from fossil fuels to renewable energies, especially since the Tangier-Tetouan-Al Hoceima region is part of the regional triangle which collectively contributes 60% of the national GDP.
With an industrial focus, it accounts for 10.5% of the national GDP. The region, with its climatic and economic diversity, presents unique challenges in terms of environmental management. Its economy relies on key sectors such as industry, energy, transportation, and agriculture.
This diversity, combined with strong demographic and economic growth, notably thanks to the port of Tangier-Med and the development of industrial activities, underlines the importance of an adequate climate strategy capable of managing this rapid demographic and economic growth.
A gap between the objectives of the NDC and those of the region’s PCT
It should be noted that the RTTA’s Nationally Determined Contribution (NDC) and the Territorial Climate Plan (PCT) share similar mitigation and adaptation objectives. However, according to a recent study by OPEMH, it found a gap between the objectives of the NDC and those of the region’s PCT due to the adoption of very different baseline scenarios.
This mismatch reveals the urgent need to realign local strategies with national targets to ensure greater effectiveness in effectively reducing GHG emissions by 2030 and, subsequently, contributing to achieving national GHG reduction commitments. This realignment is essential for an effective and coherent climate response across the entire national territory.
Furthermore, the aim of the study is to support the OPEMH in developing the roadmap for the 2050 Regional Low Carbon Strategy for the TTA region, aligned with the SNBC, by integrating territorial specificities and mobilizing local stakeholders.
This involves analyzing the gaps between the SNBC objectives and local policies (PCT, regional plans and programs) as well as identifying priority decarbonization levers for the region (energy, transport, industry, agriculture and forests) while proposing an operational roadmap to achieve carbon neutrality in 2050, including monitoring indicators and developing a regional 2050 Net Zero Vision co-constructed with stakeholders.
