A total budget of 1.3 billion dirhams (MMDH) will be allocated to the development of the Moroccan startup ecosystem as part of the Morocco Digital 2030 strategy, announced the Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, on Friday in Casablanca.

Speaking at the closing session of the 5th edition of the Digital Now 2025 Forum, organised by the Club des Dirigeants (CDD), the minister specified that this budget is divided between 750 million dirhams (MDH) for venture building programmes, 450 MDH dedicated to venture capital, and 70 MDH allocated to the Technopark network.

According to Seghrouchni, the national venture capital offering is now mobilizing new financing mechanisms designed to attract more private investment to startups and strengthen entrepreneurial dynamics.

Venture Building programs in Morocco, combined with the Technopark offering, will make it possible to structure comprehensive support aimed at creating 1,000 startups by 2026 and 3,000 companies by 2030, she stressed.

The minister also highlighted targeted initiatives such as the digital inclusion program in rural areas or the creation of the “Jazari” institutes, which she said will contribute to the emergence of regional innovation ecosystems and the support of local entrepreneurship.

Through its investments, its reformed regulatory framework and its international partnerships, Morocco affirms its ambition to become a major regional and continental player in the field of digital innovation, responsible AI and the industries of the future, assured Seghrouchni.

She recalled that the implementation of the Morocco Digital 2030 strategy is based on an integrated and inclusive vision, resulting from a broad participatory process, aimed at guaranteeing digital inclusion, accelerating the digitalization of SMEs, and building an environment conducive to the emergence of national technological champions.

For her part, the general manager of Technopark, Lamiae Benmakhlouf, welcomed the dynamic support for digital companies which has enabled the emergence of startups with strong potential for innovation and growth, citing in particular the JobInTech initiative to transform Moroccan talent into tech talent, and the creation of the Morocco Fintech Center.

“All these mechanisms give us the necessary support as a support structure to be even better equipped and to support a wider number of startups,” she noted, citing concrete indicators such as the export rate as proof.

“Today, out of the 450 digital startups and SMEs supported by Technopark, 36% export to four continents: Europe, Africa, the United States and the Middle East,” Ms. Benmakhlouf emphasized.

Held from the 10th to the 12th of this month under the theme “Transformation and Growth of Businesses in Africa – Resilience and Impact”, this event is organized under the auspices of the Ministry of Digital Transition and Administrative Reform, the Ministry of Industry and Trade and the Ministry of Higher Education, Scientific Research and Innovation.

This forum brings together public and private leaders, technology experts and economic players to discuss the levers of digital transformation and business growth in Africa.
