Navarre Opens Strategic Health Research Plan for Public Participation
Navarre’s Department of Health has launched the Strategic Plan for Health Research and Innovation and the roadmap for the Miguel Servet Foundation, now open for public input until October 26, 2025. The plan seeks to strengthen research, foster talent, and align healthcare innovation with societal needs through five objectives and 12 action lines.

This Wednesday, the Department of Health in Navarre is launching the new Strategic Plan for Health Research and Innovation and the strategic-operational roadmap for the Miguel Servet Foundation for public participation. This is part of the scientific and technical support that this entity is required to provide to the Health Administration of the Autonomous Community, as stipulated in the Regional Health Law.
The document will be published starting this Wednesday, September 24th, in ‘Participa Navarra’, within the Navarra Government’s Open Government Portal, and anyone interested can submit their contributions until October 26th, 2025.
Navarre advances health innovation strategy to boost research, talent, and collaboration
The new Strategic Plan for Research and Innovation emerges to address a changing context in both the healthcare system and translational research, following the pandemic and amidst a backdrop of organizational and regulatory changes at the regional level.
The Department of Health has developed the strategy, which is now open to public participation, addressing both current needs and the challenges of the sector within a broad timeframe, aligning with the deadlines set by European research programs and granting greater validity and stability.
The new proposal aims to unify and promote research, aligning it with the real needs of Navarrese society; strengthen the healthcare ecosystem, transforming it into a network that innovates, acquires, generates, and disseminates knowledge, while also being robust and a benchmark both within and outside of Navarre;
It will also promote this network to generate a positive impact on society and retain and attract talent, aligning it with other public initiatives: the Government of Navarre’s PCTIN, the Smart and Sustainable Specialization Strategy for industry, the Science, Technology, and Innovation Strategy of the Ministry of Science, Innovation, and Universities, and the European Union ‘s framework program.
During 2025, the Department of Health has promoted a situation analysis and assessment, as well as co-creation dynamics, workshops, and spaces for shared reflection under an approach that transcends the merely technical, supporting a participatory governance model that reinforces the collective commitment to the Plan’s vision and mission.
To address the project, a steering group of 15 people has been formed, including representatives from the Department of Health, the Navarre Health System (OSASUNBIDEA), the Navarre Institute of Public and Occupational Health, the Miguel Servet Foundation, healthcare patient associations, and the Public University of Navarre.
The Plan is structured around five strategic objectives: increasing research activity, enhancing the quality of R&D&I, encouraging the recruitment and retention of talent, stimulating collaboration among stakeholders in the system, and aligning research with the health needs of the population. The objectives define five strategic axes, which are in turn developed into 12 specific lines of action.
