OceanEye: EU Launches €50 Million Initiative to Strengthen Global Ocean Monitoring

OceanEye: Building a Sovereign European Future for Advanced Ocean Observation
OceanEye’s goal is ambitious: to lay the foundation for an advanced and sovereign European infrastructure for ocean observation, capable of supporting global efforts to collect and share data on the state of the oceans. This information resource is considered crucial to understanding the effects of climate change, combating pollution, strengthening maritime safety, and supporting the competitiveness of the blue economy.
In her opening remarks, von der Leyen emphasized how deeper knowledge of the oceans is essential to protecting their health and ensuring the resilience of marine ecosystems: “With OceanEye, we are strengthening Europe’s leadership in ocean observation and unlocking the full potential of our seas, while promoting innovation, safety, and sustainability.”
At the same time, the President announced the creation of an international alliance that will bring together EU Member States and global partners, with the aim of coordinating actions, ensuring stable funding, and ensuring open and secure access to ocean data. To support the initiative, the European Union will contribute €50 million from the Horizon Europe program for the 2026-2027 period.
OceanEye builds on existing tools, such as the European Digital Twin of the Ocean and the Copernicus Marine Programme, and aims to strengthen international cooperation also through the Global Ocean Observing System, in collaboration with the Intergovernmental Oceanographic Commission of UNESCO .
The initiative is part of the broader European Ocean Pact, adopted in 2025, and combines investments in research and innovation with educational, cultural and awareness-raising dimensions, to bring citizens and coastal communities closer to the issues of the ocean and its protection.
The OceanEye proposal will be formally adopted by the Commission by the end of 2026, while a pledging event is planned for September to gather further contributions to the international alliance. The stated goal is to achieve a fully operational European ocean observing system by 2030, strengthening the EU’s role in protecting a key resource for the climate, the economy, and global security.
