Agadir Souss-Massa: 3.6 Billion Dirhams Mobilized for Education

As for the Souss-Massa Regional Council, it will provide 1.7 billion dirhams, or 47% of the allocated sum, over a period of four years.
Although the education component is not part of the region’s own and shared responsibilities, under organic law no. 111-14, this sector will benefit from a historic increase in its budget at the territorial level, through the signing of a multi-party framework agreement last Thursday in Agadir.

The latter concerns the implementation of the development program for educational and sports offerings within Souss-Massa
The signatories of this framework agreement are the Ministry of National Education, Preschool and Sports; the Souss-Massa Regional Academy of Education and Training; the wilaya of the Souss-Massa region; the Souss-Massa Regional Council, as part of its PDR; and finally the local development company (SDL) Agadir Souss-Massa Aménagement. This roadmap translates the common vision of the aforementioned parties through a variation on 12 axes.
In total, the budget devoted to this five-year agreement (2023-2027) amounts to MAD 3.6 billion. The objective is to provide territorial responses to specific education issues, in particular the improvement of human development indicators, in relation to the support of programs and variations of current strategies within the region. As a reminder, this includes a population of 746,000 students, including private schools, and 1,047 schools.
53% of the budget provided by the ministry and the regional academy
“The supervisory ministry and the regional academy will allocate an envelope of around 1.9 billion dirhams, or the equivalent of 53% of the total amount provided for in the framework of this program while the Council of the region will mobilize 1.7 billion dirhams, or 47% of the allocated sum, over four years,” explained Wafaa Chakir, director of the Souss Regional Academy of Education and Training. -Massa, during the presentation of the main lines of this convention.

Added to this is the upgrade of 800 establishments, the construction of six indoor halls as well as the development of two semi-Olympic swimming pools and 90 local courts.
“The regional council mobilized MAD 1.7 billion over a period of four years, which is an exceptional financial contribution. This reflects the region’s desire to develop educational and sporting offerings through investment in regional human capital,” underlined Chakib Benmoussa, Minister of National Education.
Convergence between sectoral and regional policies
“This convention illustrates the territorial dimension which establishes the convergence between sectoral and regional policies relating to the construction of a social State articulated, among other things, around national education and public schools , as one of the pillars of this orientation,” welcomed Karim Achengli, president of the Souss-Massa Regional Council.
For his part, Saïd Amzazi, wali of the Souss-Massa region, stressed that “it was necessary to hold a series of meetings at the territorial level in order to draw up a precise diagnosis of the needs and expectations of the sector of education, in order to define the program in question and meet the needs, according to each province and prefecture.
