EU Launches New Horizon Europe Partnerships to Boost Sustainability and Innovation

The European Commission launched three new partnerships under Horizon Europe 2025-2027 for photovoltaics, textiles, and advanced materials to boost sustainability and competitiveness. The photovoltaic initiative aims to strengthen Europe’s solar industry with €240 million in investments. A fourth partnership on virtual worlds will follow, expanding the EU’s innovation and independence strategy.

With the aim of stimulating domestic technological development and the achievement of sustainability objectives, the European Commission has defined three new partnerships in the Horizon Europe plan, relating to photovoltaics, textiles and advanced materials.

Partnerships are included in the strategic plan Horizon Europe 2025-2027

These are collaborative initiatives that bring together public and private entities. They are aimed at promoting the development of internal processes within the European Union, contributing to strengthening Europe’s independence and competitiveness at global level.

In particular, the European Innovation Partnership for Photovoltaics will strengthen Europe’s position in the global photovoltaic industry. Its aim is to support the transition to renewable energy, especially solar energy, as set out in the European Green Deal, the REPowerEU plan and the 2023 Renewable Energy Directive.

The agreement aims to increase domestic production capacity by developing a more resilient value chain and reducing dependence on fossil fuels. The Commission and the partners involved in the agreement each plan to invest up to €240 million in this partnership from 2025 to 2030.

Once signed, the partnership will kick off through dedicated calls within the Horizon Europe programme, complemented by additional investments and activities by the partners. The first funding opportunities under the new partnerships will be part of the Horizon Europe programme already this year.

In addition to the three agreements currently in place, a fourth will be added later this year on virtual worlds in line with the Digital Decade 2030 vision, promoting inclusivity, privacy and commercial opportunities.

The new partnerships in the Horizon Europe plan will complement and strengthen the current portfolio of 12 co-programmed partnerships that were launched following the Horizon Europe 2021-2024 strategic plan.
