Record State Funding Strengthens Support for Moroccan Associations in 2024
State support for associations reached a record in 2024, exceeding 5.6 billion dirhams, reflecting strong government commitment to development through civil society. Funding came from ministries and public institutions, with 12,830 agreements signed and over 17,000 associations benefiting. Efforts also include capacity building, digital modernization, and improving partnerships despite ongoing funding access and sustainability challenges.
State support for associations has never been higher. According to the annual report on the partnership between the State and associations presented in Rabat, state funding granted in 2024 exceeded 5.6 billion dirhams, a record amount that reflects the Executive’s firm commitment to consolidating associative action as a lever for development.
The amount of state funding allocated to associations in 2024 exceeded 5.6 billion dirhams (MAD), announced Mustapha Baitas, Minister Delegate for Relations with Parliament and Government Spokesperson, on Tuesday in Rabat.
Speaking at a meeting dedicated to the presentation of the annual report on the partnership between the State and associations for 2024, Baitas specified that government departments contributed more than 2 billion MAD to this funding, while public institutions and companies mobilized a total amount exceeding 3.3 billion MAD.
State funding: 12,830 Partnership Agreements Signed in 2024
He further indicated that the number of agreements concluded between public institutions and associations reached a total of 12,830 in 2024, of which 11,935 were signed by public establishments and companies and 895 by ministerial departments. Regarding support dedicated to strengthening the capacities of associations, it amounted to approximately 123 million dirhams, reflecting the diversity of forms and mechanisms of support granted to these associations, he added.
In this context, Baitas noted that this increase in state funding reflects the State’s firm commitment to supporting community organizations and strengthening their roles in development, despite certain constraints related to access to funding, its distribution, and its sustainability. He welcomed the adoption of the dedicated IT application for data collection and processing, which demonstrates a clear commitment to modernizing working tools, enhancing data reliability, and improving reporting methodology.
Strengthening the partnership with civil society remains a strategic choice and an ongoing challenge, requiring the consolidation of trust, the complementarity of roles and joint action in order to generate a tangible development impact in the service of the general interest, he affirmed.
State funding: More than 17,000 beneficiary associations
For his part, the director of relations with civil society within the ministry in charge of relations with Parliament, Hamid Benchrifa, affirmed that more than 17,000 associations across Morocco benefited from state funding in 2024, recalling that the objective of this annual report is to evaluate the volume of public funding allocated each year by ministerial departments as well as by public establishments and companies for the benefit of civil society associations.
The current government mandate has been marked by the publication of six annual reports, Benchrifa recalled in a statement to the press, noting that this sixth report highlights the efforts undertaken by the State to support civil society projects across all regions of the Kingdom. In addition to the presentation of the results of the 2024 annual report, this communication meeting, he continued, is distinguished by its emphasis on ways to strengthen partnership mechanisms between the State and civil society organizations, as well as by its examination of the various challenges and constraints related to this partnership.
The annual report on the partnership between the State and associations aims primarily to assess the reality of this partnership, to highlight its role in promoting development, to identify the issues related to it, and to formulate practical recommendations to improve the partnership mechanisms between the State and associations.
