At a time when competition to attract investments is becoming increasingly fierce, the Regional Investment Center (CRI) of Fez-Meknes has initiated a project aimed at developing the master plan for its information system for period 2024-2028. The objective is to modernize its tools to better respond to the challenges of regional economic development and to optimize decision-making.

While the reform of the CRI is in full swing on a national scale, the regional institution has just reached a new milestone in its quest for modernization, by initiating a project aimed at developing the master plan for its information system ( SI) for the period 2024-2028.

This initiative, which might seem technical at first glance, is in reality of strategic importance. It demonstrates the desire of the CRI of Fez-Meknes to equip itself with modern tools to better respond to the challenges of regional economic development. The purpose of this project is to meet both the operational needs of users and those of management in terms of decision-making data facilitating the management of activities and decision-making.

Indeed, the IS master plan will make it possible to associate the strategic axes with the missions of the core business and support entities, currently and in the future.

CRI: An in-depth diagnosis for a clear vision of the issues

The first phase of the project, decisive for its success, consists of an exhaustive diagnosis of the existing IS. This fundamental step aims to draw up a complete inventory, covering both technical and organizational aspects.

This step should allow us to delve into the heart of how the CRI operates, analyzing in detail the existing infrastructures, the applications deployed and the processes in place. Particular attention will be paid to the evaluation of the security of the system, examined from three angles: organizational, technical and environmental.

This global approach will make it possible to identify the strengths and weaknesses of the current system, while taking into account the needs expressed by internal users and external partners. The diagnosis will also extend to the analysis of the new technologies used and the conformity of the system with the standards in force.

To ensure a 360-degree vision, workshops will be organized with all stakeholders, including representatives of the Unified Regional Investment Commission and external partners of the CRI.

For a tailor-made information system

The second phase of the project consists of the development of functional forecast scenarios of the IS. This stage aims to propose several solutions adapted to the specific needs of the CRI of Fez-Meknes. The service provider will have to design a detailed application architecture, dividing the future system into communicating blocks and precisely defining the data flows.

This reflection will result in a complete technical architecture, taking into account all aspects, from data localization to security, including communication infrastructures. The integration of new technologies, such as cross-channel platforms, will also be at the heart of this reflection. Each scenario will be subject to an in-depth evaluation, not only on a technical level, but also in terms of organizational, human and financial impacts.

From planning to action

The final phases of the project mark the transition from design to the concrete implementation of the new IS. The development of the master plan for the period 2024-2028 is the culmination of the strategic thinking carried out beforehand.

This key document will define in detail all the actions and projects to be carried out to achieve the target IS. It will cover all essential aspects, from organizational strategy to operational objectives, including methods of implementation, estimated costs, forecast durations and priorities of action.

However, the Fez-Meknes CRI does not stop at simple planning. Aware of the challenges of implementing such a change, the institution has planned a dedicated support phase. This will include, in particular, a training and awareness component for employees on the different aspects of the new master plan.
